Mark Cooper is an experienced contract management and procurement specialist with a strong background in public administration and health infrastructure improvement.
Previously serving as a Program Evaluator at the Florida Department of Health in Jacksonville, Mark was responsible for evaluating grant-funded projects designed to enhance public health infrastructure. His work involved developing and implementing comprehensive evaluation plans, analyzing both qualitative and quantitative data, and producing reports that inform program effectiveness and strategic decision-making. He also held the position of Contract Manager, where he collaborated with agency partners to develop budgets and contracts based on CDC grants.
